As nobody reacted we have a consensus.

 I trust Rich's proposition (adapt the NOTICE file "Copyright date" just when 
releasing) is logically the right one, at least the best and simple one.

And we have some other exceptions. Like on our site: 
https://ofbiz.apache.org/NOTICE that should definitely be changed (I just did 
it).

For releases, I wonder if we should change these sort of things after freezing 
the branch ?
For instance, should we modify all releases since start, just start now with 24.09.05 (and continue), or not change in releases at all (ie keeping the date when freezing).

Of course that's not only questions to Rich.
