Quick update — all fixed and merged now. Three PRs across the repos: Lukas
covered the missing headers on the trunk rest-api/webtools source files
(apache/ofbiz-framework#2063), Ashish added headers to the two secretshub
config files (apache/ofbiz-plugins#419), and I added exclusions for a few
generated/trivial files that shouldn't carry a header at all, like Gradle
lockfiles and a one-line npm config (apache/ofbiz-tools#14).
Should be clean on the next RAT run.
