I got it working without problems in trunk.
I tried also in release4.0 (I saw later that you were asking about release4.0)
and got an issue not related to gift-card but it seems to uspsRateInquire
service (though I did not ask for USPS but DHL shipment)
The error message was "This gift card no longer has any value." but in the log
