add content attachments to a customer request

At the moment communication events and workefforts have the ability to attach
documents. It is proposed to add the same functionality to customer requests
using the same pattern as workEffort.
1. add the entity CustRequestContent with fields custReqId, contentId, fromDate
as the key, thruDate as nonkey. (similar as workEffortContent)
2. add the services and add button to able to maintain the link.
