Direct billing from project should also have VAT on invoice

Creating VAT from an invoice from a project (as a result of submitting
time-entries) is not in place.
When an invoice is generated from a project, the invoice should also state the
VAT that is appicable.
VAT should be based on:
type of work (service?)
GEO of billing party and customer (same GEO?)
