The requeriment creation don't operate from workeffort

When I select a task (workeffort.task type) from the workeffort application I
can't create a requirement following the indications, left in blank the
requirement Id. Also as you can appreciate attachment, I'm using a project task
and I would like to know if the the requerements will be included in the
project management application scope. Thanks in advance.
