Looks like this patch is not in the trunk, nevertheless, the method
org.ofbiz.accounting.invoice.InvoiceWorker.getInvoiceTaxByTaxAuthGeoAndParty
is being called from
GeneralLedgerServices.createAcctgTransForPurchaseInvoice
