Couldn't we store the user's preferred theme in a cookie so they can see it before they log in?

You can override #2 for a specific account, but in the case of #1 it doesn't know who the user is, so it will always be the system default theme.

That makes sense. If you're not logged in, then OFBiz will use the default theme.
