Not possible to add promotion rules in the Catalog Manager

I do the following basic steps:
1. Select Promos in the Catalog Manager menu
2. Add a ny promotion. (I got ID: 1000)
3. Press the add-button under the heading: "Add New Promo Rule"
I get the following errormessage:
