And Group field in Product Promo Action/Condition Categories

Does anybody know what the And Group field is supposed to do in the Product Promo Action/Condition Categories forms?

I've tried tracing the code but it appears to me that the feature is broken and I don't know how to fix it because I don't know what it was supposed to do in the first place.
