I put forward that the goal of ofbiz it to run as a production server. towards that goal all testing and code should be reviewed as if it was run on the production server. For instance based on this production install http://docs.ofbiz.org/display/~jacopoc/Quick+Start+Guide+1+-+Getting+and+Running+OFBiz+in+5+steps there is no admin partyID or login associated with admin partyID. so any processes that check for admin login or use admin login will fail.
