From my perspective, adding the Chinese translation to the release will make the release available to a wider audience. But I won't commit the translation if there are any objections.

Shi Yusen has provided a Chinese translation for Release 9.04
(https://issues.apache.org/jira/browse/OFBIZ-2723). I have committed
portions of it to the trunk. I would like to commit it to the release,
but it is an improvement, not a bug fix.
