Yes it's pretty clear for OAGIS files as they have their own licence, that's
why I did not put them in the blocks which are in the
1st post of this thread. Despite Ashish's effort there are still a lot missing,
please commiters follow the blocks you know well ...

Yes, those OAGIS XSD files should not have the AL2 header because they are not
from OFBiz, they are from OAGIS and distributed
with OFBiz.
