create new component - main screen error

I perform the following
* ant create-component
* I specify foo for all the inputs
* Then I type 'https://localhost:8443/foo/control/main'
I get the following error
org.ofbiz.widget.screen.ScreenRenderException: Error rendering screen
[component://foo/widget/CommonScreens.xml#main-decorator]:
java.lang.IllegalArgumentException: Could not find resource bundle
[fooUiLabels] in the locale [en_US] (Could not find resource bundle
