I had a quick look and the forms are using partyId to find and set preferences
but since the preference services depend on a userLoginId which isn't supplied
the logged in users id is used instead.
Since preferences are tied to a userlogin and not a party, the forms really
need to be tied to a user login in the same way the security forms are.
