Add generic service for XML-RPC client

Hello,

I will add in ofbiz a generic service to send XML RPC request from a 
generic service. It's already exist java code in webapp component to 
simplify XML-RPC connexion but they are not service definition present 
on it.
Does someone had a suggestion on the best place to declare this service ?
