OK using <?xml version="1.0" encoding="iso-8859-1"?> works, I can't find a simpler way

When looking at this page in French https://demo-trunk.ofbiz.apache.org/catalog/control/showHelp?helpTopic=navigateHelp I see bad characters, after googling for "accent in docbook" I have tried many ways but none works. Anybody an idea? Thanks Jacques
