Steps to reproduce:
1) Navigate to:
https://demo-stable.ofbiz.apache.org/catalog/control/EditCategoryProducts?productCategoryId=PROMOTIONS
2) Enter thru date = "2001-05-13 12:00:00.000" for the second (or greater) ow
item - click update
