DateTimePicker shows wrong time on reselect

If you open the DTP (DateTimePicker) and choose a time (i.e. now), close it and
open it again, the hours are set to 23. Same while open the DTP and switch
(alt+tab) in an other window and switch back again. Appers nearly always.
