create-admin-user-login lets you define your own admin and password.
load-admin-user-login is simpler and adds admin with default password
that has to be reset.

Someone knows (without spending time) the reason why we have
load-admin-user-login and create-admin-user-login?
It seems its only the prompt for userLoginId. It's a bit confusing,
could we not simplify? Maybe simply hide load-admin-user-login description?
