I have couple of issues w.r.t order fulfillment with seed data

I have couple of issues w.r.t order fulfillment with seed data. Please find
below the steps I followed for order fullfiilment
1)An order is placed and payment is made, status of the order gets changed to
Approved
2)Facility->Picking->Create PickList
3)Facility->ManagePicklist and I changed the status to Picked (I have created a
new user with the role of picker and in manage picklist I selected the picker
too)
4)Packing->Entered the order id>PackItem->Complete
On Click of Complete I get the following Error message
ERROR: Could not complete the Associate Roles for ItemIssuance - meant to be
called in-line
[file:/applications/product/script/org/ofbiz/shipment/issuance/IssuanceServices.xml#associateIssueRoles]
process [problem finding the PartyRole entity: [GenericDelegator.findOne]
Passed primary key is not a valid primary key:
[GenericEntity:PartyRole][roleTypeId,PACKER(java.lang.String)]]
I get the same error if I click on Quick Ship Entire Order.
