Question, why are we tracking Geo's and GeoAssoc's for France's provinces if
postal addresses don't need it? Aren't we creating unnecessary complications
(and entities) just to track information we aren't using?
Also, why create the new entity when we could have just added an additional
field to Geo? And since when do we use 1s instead of Y on indicator fields?
