Creating purchase order from New Order

Hi All.
I faced some problem in creating purchase order from New Oder. My Followecd
steps are,
1 Click New Oder
2 Filled the internal Organisation and suppiler
3.Select the product from suppiler on Add to Product page
4 Click the finalize order
after this add sipping address page is come and click the continue link then i
got the error massege "Please enter a shipping address"
My Problem is where I add shipping address.
