You could introduce a properties setting:
OrderAdjustMentTaxSettingAll=true/false
false: as is now: only promotion & shipping according
TaxAuthorityRateProduct
true: tax on all order adjustments: ignore TaxAuthorityRateProduct
Show this setting on the TaxAuthorityRateProduct screen or do not allow
setting there
so everybody happy....
