It's a CI solution, so yes it runs tests. It applies only on trunk though.
Releases branches are not supposed to fail, since we only backport bugfixes.
This could happen though. But with the number of Apache projects releases the ASF has not the infrastructure to support CI for all releases...

It is not only trunk that isn't done by buildbot anymore (not since Mar 6),
but
 - http://ci.apache.org/builders/ofbiz-branch9 not build since Feb 28,
 - http://ci.apache.org/builders/ofbiz-branch10 not build since Feb 24
And there is no bot for ofbiz-branch11
Maybe we should press harder

It's not related to Buildbot itself but the underlying system (isis)

We could use Jenkins also, there are Jenkins instance running at the ASF
I thought it was time to move ahead and commonly ask infra for a
replacement
But I checked and it's only one month, so I suggest to wait a bit more...
