Indeed the location of the help*.xml files seems to be the culprit. I will
provide a new patch relocating help*.xml files directly under folder 'helpdata'
with in the name of the help*.xml the addition of the locale.
Plus, corrections in the ManufacturingHelpData_EN.xml and
ManufacturingHelpData_NL.xml to point to the new locations and names of the
help*.xml files. Also, in the ManufacturingHelpData_EN.xml I set the
localeString for the content records to be (more) complete.
