When a TaxAuthorityRateProduct gets an update a new one should be created and
the existing one should be expired, like it is done with rates for workefforts.
However, currently the existing rate in the database is changed.
Similarly, when the TaxAuthorityRateProduct gets 'deleted' it should be
expired. Instead, it is deleted from the database.
