OFBiz should be improved to allow the ship estimate to be changed for existing
purchase orders. The ship estimate value is able to be set during the entry
phase of the order by not no form exists for changing the value once the order
is created. The shipping and handling cost will have to be recalculated if the
ship estimate value changes.
