Yes, it is expected to have relations to accounting, but that can be also said
for Catalog, HumanRes and Workflow.
This issue was intended to have in JIRA a placeholder component for wishes and
requirements (in this stage) related to the subject in stead of having it under
one of the existing.
Where to eventually integrate the (first or later version of the) solution
should not be decided now, as at this moment there is no solution available to
integrate. Maybe the community decides to not integrate it with one of the core
applications, maybe the community decides to have it in Apache Extra.
