At least for this case (are there others?), this is not the reason. The date is
mandatory. So you get this message:
The following required parameter is missing: [safeAddProductToCategory.fromDate]
or in French (for instance)
Le paramètre requis suivant manque : [safeAddProductToCategory.fromDate]
The problem is more the UI. The field should be shown as required. The error
message is not quite clear for a std user (safeAddProductToCategory is
confusing). But I believe making the field required should be enough for a
backend user.

Though this was not really a bug, I backported because it's obviously harmless,
and for me UI "errors" are bugs!
Last but not least, this would be another candidate for OFBIZ-5040. Since there
would be tons of such candidates (nothing specific, just to migrate), if there
are no other related cases to this issue (are there others? I saw
safeAddProductToCategory is used elsewhere), I let you close rather than making
it a subtasks of OFBIZ-5040. Doing so would be endless and we need more to set
priorities for these FTL to widgets changes than cluttering OFBIZ-5040 with
tons of subtasks. We will be adding subtasks there if they have specific
information which would help the migration, so I let the 2 I recently added
(OFBIZ-5505 & OFBIZ-5508).
