This is due to the migration to Jquery at
[r1044503|http://svn.apache.org/viewvc/ofbiz/trunk/applications/accounting/webapp/ap/invoices/PurchaseInvoices.ftl?r1=1044503&r2=1044502&pathrev=1044503].
When you try with R10.04 it works. I guess then we only checked the 2 1st
possible actions (check and print) and they work (actually kinda for print
where the logo are missing compared to R10.04).
So it's a regression and the comparaison above (link), is the way to fox that.
I have not enough time to continue on this today...
