The CustomTimePeriod entity (that has an ugly name imo) could be used for more 
than just fiscal time periods (where, I concur, the time component wouldn't 
make any sense); in seed data there are actually already some (bad) examples of 
its usage for non-fiscal periods.
It is also worth to notice that this is the only entity in OFBiz where the 
fromDate and thruDate fields have a "date" type rather than "date-time".
IMO it would be nice to make it consistent, but I agree that it is not a big 
deal.
Just my 2 cents.
