Issues in Position Type Rate. There are two options, either we can input the
rateamount or we can use paygrade and salarystep and leave the rate amount
empty. When Rate Amount has a value the system works fine. When we keep the
rate amount field empty and assign pay grade and salary step then there are
issues in the system.
I've traced the problem back to two things.
1. Employeepositiontyperateandamount view entity isn't implemented correctly
or
2. The issue is due to rateamount not being added from salarystep to rateamount
table when we keep the rateamount empty.
