You already have placeholder documents created. Can you update them in wiki
with reference to your point of view. As far as I remember, the consensus was
being made whether to include it in Accounting component or in HR component.
Submitting a patch of your solution to this ticket or its subtickets would be a
standard approach and I am sure PMC will have no objection to this.

I have my sympathies for you. It is not going to break any of the
components/project if you submit a patch or hot-deploy component unless someone
with commit privilidge commits your changesets. Your contributions to this
project are for community not PMC. I am willing to test/improve this
application if you need my support.
