This issue seems to be resolved now and can be closed. I edited the
editTrainingCalendar form in file
/applications/humanres/widget/forms/PersonTrainingForms.xml and tried
<date-time type="time" input-method="time-dropdown" /> for From Date, Attaching
the screenshot.
