Hi Jacques,
There is an permission check on add forum response screen, If user has
CONTENTMGR_CRAETE permission then only add response section will be rendered.
I think we need to add the CONTENTMGR_CREATE permission for ECOMMERCE_CUSTOMER
group.
Also action passed in if-has-permission tag is not correct, it should be
"_CREATE". Created another ticket to fix this issue OFBIZ-5920
