steps to reproduce:
1. login as admin/ofbiz
2. click setting to create New Contact Information
3. type chinese in the toname or shipping address
5. click save to update the ship address info
6. You will find that Chinese are replaced with wrong character
I am not sure if the correct parameter encoded be fetched in file
ContactMechServices.java. In the database(postgresql), the Chinese character is
wrong also. All encode style is UTF-8
