WorkWithShipmentPlans.groovy sets workInProgress = "true" whenever a
WorkOrderItemFulfillment exists for an OrderItemShipGroupAssoc. However,
multiple shipments may be created to fulfill the schedule. The code should be
improved to support creation of multiple production runs for multiple shipments.
