Description:
Error in createPartyRole during CreateNewAccount in SFA. There is need to add
check of existing party role before create new one.
1. Go to SFA -> Accounts -> Create New
Account(http://demo-trunk-ofbiz.apache.org/sfa/control/NewAccount)
2. Submit the form
3. Repeat step #1 and #2
Error: The Following Errors Occurred:
Value found (with ids admin::OWNER), cannot create a new one
