The product price conditions discussed earlier for this issue were not included
in this patch and will probably be handled by a separate issue.
CustRequestItem.quantityBreakId isn't implemented by the patch either and will
probably be handled by a separate issue that will require enhancing the
createQuoteFromCustRequest service.
