I need a way to specify standard routing task quantities per fixed asset to set
default quantities when assigning fixed assets for use by production run tasks.
ProductionRunFixedAssetStd lacks the fixedAssetId but has the
estimatedQuantity field and WorkEffortFixedAssetAssign lacks the
estimatedQuantity field but has the fixedAssetId. Neither of those entities
are used very extensively.
