I think it depends...

If it is visible that the current assignee is actively working on the topic (active discussions etc.) I would at least ask him if it is ok to take over the issue.

If it is visible that the issue is not actively worked on and someone else has the time to take over, I think it is ok to take over. It's always possible to discuss and re-assign later.

I think we are working together and for me this includes helping out when possible. And sometimes you assign yourself to an issue and it get's abandonded after a while... why not pick it up then.

Curious what others think.
