Description:
Steps to regenerate -
Create a promotion with
condition - > cart subtotal greater than equal to zero.
action - > Order Amount Flat - 10
Expected - 10 $ should be deducted from cart.
Actual - Promotion keeps on applying unless cart amount reaches 0
> Promotion is applied multiple times in case of Order Flat Amount action
