Under Purchase by Organization report it looks like 'To Party' dropdown is
currently seems to be fetching all parties in INTERNAL_ORGANIZATION role which
could multiple but not necessarily the ones where PO is going to be billed or
received eventually (i.e. as per PartyAcctgPreference). We can only show in
drop down those parties which are available at the time PO entry
