Summary: Move *CertKeystore.groovy* to location according to best

Currently the *CertKeystore.groovy* is located in
*framework/common/webcommon/WEB-INF/actions/certs*. This file should move to
the location in accordance to best practices.
The dependencies need to be adjusted.
