As for the OFBIZ-6644 issue:
I can think of a (few) reason why OFBIZ-6644 hasn't taken of:
* the assigned contributor with privileges has new pet projects
* PMC didn't enable the contributor involved to do more, because they
didn't/don't *like* him (enough). Leading to him losing interest.
