It's a sad state of affairs really, there had been consensus on that topic for
many years (long before the ASF, but in those days it was a matter of not
directly including a driver rather than having a download task). But
eventually someone managed to slip it in and gain a couple of people who
agreed, and no one has the energy to argue over a minor thing (except those in
favor, and so strongly). Even if it is seemingly nonsensical and a source of
frustration every time you hear about it or see it in the code.
