Hi Bing, You need an account for the Apache JIRA which has to get the "commiter" role for Olingo and you must be logged in. If this is all fulfilled you are able to assign issues to ourself.
After a look in the Olingo commiters list I didn't find your account. Can you please tell me which account you are using for the Apache JIRA?
