There is a link to the KEYS file on the download page, however the link does
not work as KEYS files are only available from the ASF servers. This is to
prevent a bad mirror from providing fake keys and using them to sign corrupted
downloads...
It is therefore critical that the KEYS link is changed to reference the ASF
mirrors, i.e.
http://www.apache.org/dist/oltu/KEYS
