[DISCUSS] Release OODT 0.11

Hi Folks,
We've addressed 87 issues since 0.10.
I think a 0.11 release would be good. I would like to revisit the Avro RPC
work again after that with the aim of merging in to or even into a > 1.0.
What does everyone think?
